A satellite city in Kuala Lumpur, Petaling Jaya is home to over 600,000 urban dwellers and represents a significant urban centre due to its rapid growth, from economics to population density. As with all cities, socio-economic growth also comes with rising carbon emissions, with commercial and industrial buildings accounting for 63% of Petaling Jaya’s energy use and GHG production. 

Through the introduction of the Ministry of Energy and Natural Resources (KeTSA)’s Low Carbon Cities Framework and Assessment System (LCCF) – a system designed to provide guidance in sustainable planning, Petaling Jaya City Council (MBPJ) has taken the lead by pioneering green initiatives at the local level – thus leading by example.  

In addressing the city’s high energy use in buildings, MBPJ looks towards the development of a comprehensive database of energy consumption, emissions and carbon reduction for the building sector within Petaling Jaya. This is where the 3 Year Energy Management Program comes in; a collaborative effort between MBPJ and SEDA Malaysia in which the latter provide facilitation in sustainable energy management. The inclusion of the Green Building Index (GBI) for future constructions also incentivises the development of green and resilient buildings within the city.

The incentivization in the adoption of green living also extends to homeowners through the introduction of MBPJ’s Petaling Jaya Homeowners Low Carbon and Green Initiative Assessment rebate scheme – becoming the first Local Authority (PBT) in Asia to implement such a scheme.
